In Halo on Xbox, this weapon is only usable by two classes of Covenant -- the Special Ops Grunts, found in the later levels of the game, and the Hunters.
In the upcoming version of Halo for PC/Mac, however, it has been confirmed that in multiplayer, everyone will be able to pick this weapon up and lob plasma the way Bungie intended.
