Kind of late in delivering this news, but on April 2nd, IGN posted a news article mentioning that both the targeting laser and the repair kit will be removed from Tribes: Vengeance. Here's the gist of it:

One of the features of the Tribes series seems to have gone the way of the dodo in order to make the game a bit more streamlined for new players that may not be able to grasp and understand its use. That's right Tribes fans, the repair kit is no more according to posts made by Michael "KineticPoet" Johnston on TribalWar.com. It looks as though the Targeting Laser will also be removed, although that removal is less likely to cause as big a stir in the community.
