Starsiege: Tribes is now available at Sierra's Download page. No longer do you have to have a FilePlanet ID to download the game. Now that it is no longer exclusively a FilePlanet download, more mirrors should be popping up all over the place. Update: Thanks to Blue's for the mirrors:
