After a long silence about the patch, it seems there is hope of an answer, and possibly even a patch, sometime in the near future, but with VU Games as good as dodging deadlines as they are at dodging the press, let's not get our hopes up. The most substantial good news actually comes not from Vivendi PR but from Even Balance, Inc, the creators of the infamous PunkBuster, who say that a contract has been agreed upon:

Even Balance, Inc. has been contracted by Vivendi Universal Games, Inc. to integrate PunkBuster™ into Tribes®: Vengeance. The latest installment in the popular online franchise is being developed by Irrational Games and published by Sierra™. PunkBuster™ will be available for Tribes®: Vengeance in an upcoming patch.
Another promise and another deadline has been made on Monday by Creole Ned, Official Vengeance Forum Admin, who said we will be getting word soon:
Guy Welch will be commenting on this soon. How soon is "soon"? No more than a week.
Hopefully we will know what is going on and what to expect by Monday.
